I think it's the latter. Paul can get VPC Chat to load and run, so ActiveX is working and port 6667 is open. The only things I can think of if our information is correct is a hidden or read only folder or Norton playing tricks again (it loads a bunch of stuff even though you have it disabled). Just FYI, I run Norton AV 2002 8.07.17c with Norton AntiVirus Auto Protect Service disabled from services and in MSCONFIG, and navapw32 and cfgwiz disabled in Startup also in MSCONFIG.
