The limit just tells FS not to bother to try to do more even if it can and instead to spend a little more time on other things, like smoother AI or dynamic traffic, and other non-user aircraft activities. you can adjust this limit, or even set it "unlimited", in the Options-Settings-Display section. >> A word of warning here. If you set that value to unlimited you may not be able to reload FS2002. This was my experience recently whilst experimenting. It happened twice so I'm certain it is a bug.
