Andy,You shouldn't switch a monitor to 2D or attempt to open a second FS window on that other display otherwise the frame rates will plummett. Windows cannot display a 3D image on any more than a single monitor whatever the system spec.
I've been using dual displays for about 4 years now and use the second display purely for 2D displays such as FSNav or an undocked panel or part panel such as a radio stack. This has no appreciable impact on frame rates.
If you're experiencing a big reduction in frame rates when you undock and drag panels to the second display you may have problems with DirectX. Go to Start / Run and type dxdiag and hit OK. Run through the tests ensuring 3D acceleration is enabled. Direct X8.1 is the latest version if you don't already have it.

FSNav has an undocked mode so making it very easy to move to the other display. It's about the best use you can make of a second display.
