How about a user enabled cookie that will allow NOTAMs to disappear until we post a new NOTAM? This those that don't want to see the NOTAMs every time they log on can get their way, but as soon as we post a new one, they'll have to click and accept the new cookie to have the new NOTAM dissappear again.
