A friend of mine works for Saudi and confirms that the mechanics did fail to start whatever was needed to power the brakes. It happened in Kuala Lumpur last year sometime, and the people involved were neither Saudis nor western. I seem to remember seeing a picture of a another aircraft tipped back on its tail at KL because they'd loaded too much weight at the back - perhaps they're a bit casual there.
